The Opportunity: Turn Disruption into Market Leadership

  • The federal healthcare marketplace is undergoing its most significant transformation in a generation. With new leadership and the "Make America Healthy Again" agenda reshaping priorities, our rapidly growing tribal 8(a) professional services firm needs a proven strategic growth leader who can turn this disruption into opportunity.
  • This is not a role for a "relationship manager" or a "proposal chaser." We are looking for a leading Healthcare growth executive who has the discipline, methodology, and network to create and qualify opportunities, not just respond to them.

  • You Cultivate Trusted Advisory Relationships. You don't just "know people"; you build professional credibility. You maintain trusted, working relationships with senior agency leaders (SES, Program Directors) who have budget and requirements authority. They see you as a credible, ethical subject matter expert who provides valuable market insight, not as a salesperson. They bring you in when hard problems need to be solved.
  • You Practice Stakeholder & Requirements Mapping. You instinctively map the entire acquisition landscape. You understand who has the Technical/Mission authority (COR/PM), the Acquisition authority (CO), and the Leadership/Budget authority (SES, Program Directors). You build professional, ethical "air cover" at all levels to ensure your proposed solutions are aligned with the agency's true needs. You use this understanding to help the company build technical differentiation.
  • You Are Proven at Turning Understanding into Sole Source Awards. You use your insights to provide compliant, compelling, and valuable information (e.g., through white papers, industry days, and responses to RFIs) that helps the government craft better requirements and shape new and existing programs. Through this dialogue you make an 8(a) sole-source award the logical, efficient, and fully-compliant procurement path for the agency.
  • You Have Scrappiness and Discipline. You are a "Player-Coach" who thrives in a lean, fast, entrepreneurial environment. You can personally write a compelling capability statement, RFI response, or solutions brief. But you also bring the "big firm" rigor of a structured capture methodology (like Shipley or APMP) to our team.
  • You Have Accountability & Measurement Discipline. You are a growth leader, not an "activity-tracker." You manage your pipeline with data, not feelings. You can speak fluently about your P-win at each stage, your pipeline coverage ratios (we expect 3:1), and your win rate. You know when to "no-bid" to protect company resources.

Responsibilities

What Success Looks Like
 

We believe in clear, measurable outcomes that are ambitious but realistic, especially in the current acquisition environment.

 

First 90 Days – The Foundation

  • Deliver the Strategy: Present a comprehensive "Federal Health Growth Playbook" that strategically leverages our tribal 8(a) status against the "Make America Healthy Again" agenda, working closely with our team of experienced, knowledgeable Program Managers.
  • Build the Pipeline: Generate and validate a focused federal health pipeline of $40M–$60M in qualified opportunities aligned with our capabilities.
  • Submit Proposals: Advance 3-5 near-term 8(a) sole-source opportunities into an active shaping or proposal stage, with 1-2 proposals submitted.

 

First 12 Months – The Results

  • Secure New Awards: Secure $5M – $10M in new contract awards (a mix of 8(a) sole-source, directed, and small competitive actions), recognizing 6-12 month award cycles.
  • Maintain Pipeline: Maintain a 3-4x qualified pipeline coverage ratio relative to your annual bookings target.
  • Lead Major Pursuits: Serve as the primary capture lead on at least one major opportunity (>$10M) through RFP submission.

 

12-24 Months – The Step-Change

  • Drive Growth: Drive 15-20% year-over-year growth ($11M-$15M+) in new awarded value for the federal health portfolio.
  • Shape a Signature Win: Shape and lead at least one $20M+ multi-year opportunity from pre-RFP through award, recognizing this is a 12-24 month strategic pursuit.
  • Win Rate: Demonstrate a sustainable 30%+ win rate on all qualified pursuits.

Qualifications

Education:

  • Required: Bachelor’s degree in Business Administration, Marketing, Health Administration, or a related field.
  • Preferred: Advanced degree (MBA, MHA, MPH) is strongly preferred.

 

Required Experience & Skills:

  • 10+ years of progressive, hands-on experience in federal business development, with a primary focus on healthcare agencies (e.g. HHS, NIH, CMS, CDC, IHS, FDA, DHA, VA).
  • Proven Wins: A verifiable and referenceable track record of securing $10M+ in annual new business awards and capturing individual contracts valued at $25M+.
  • 8(a) Expertise: Demonstrable success in leveraging the 8(a) program (both sole-source and competitive) to win contracts. Experience with tribal 8(a) advantages is a significant plus.
  • Small Business Environment: Proven success and a "player-coach" mindset developed in a small or mid-sized business environment where you enjoy being hands-on in growth activities.
  • Capture Methodology: Demonstrable experience with structured capture methodologies (e.g., Shipley, APMP) and rigorous pipeline management.
  • Technical Acumen: Strong understanding of federal healthcare IT, data analytics, and public health programs\(e.g., data interoperability, cloud).
  • Tools: Proficiency with GovCon market intelligence tools (e.g., GovWin, SAM.gov) and CRM platforms.

 

Preferred Qualifications:

  • Existing, current, and leverageable relationships with senior executives and contracting officers at our target agencies.
  • Experience with key federal health contract vehicles (e.g., CIO-SP4, GSA MAS, NITAAC).
  • Formal capture or proposal management certifications (e.g., APMP).

Pay Range

USD $200,000.00 - USD $250,000.00 /Yr.
