Overview

We are seeking an experienced Capture Manager with a proven track record in the Department of Defense (DoD) services and solutions market. This position is responsible for leading full lifecycle capture efforts across the U.S. Army, U.S. Navy, and DoD Fourth Estate agencies. The Capture Manager will drive opportunities from identification through award, leveraging Shipley-based capture management processes to ensure disciplined execution and high win rates. Success in this role requires experience in both traditional and rapid acquisition strategies (e.g., Other Transaction Authorities [OTAs] and Commercial Solutions Openings [CSOs]), as well as solutioning across domains and advanced technologies to include: Cyber, Artificial Intelligence (AI), Machine Learning (ML), and Advanced Analytics.

Responsibilities

Key Responsibilities:

  • Leadership
  • Lead complex captures for services, solutions, and product integration opportunities exceeding $10M.
  • Apply Shipley capture management methodology, including opportunity qualification, call planning, competitive assessments, Black Hat/Blue Team reviews, win theme development, and price-to-win analysis.
  • Develop and manage capture plans, strategies, and execution roadmaps, ensuring alignment with customer requirements and corporate objectives.
  • Customer & Partner Engagement
  • Build and maintain relationships with Army, Navy, and Fourth Estate program offices, contracting commands, and acquisition leaders.
  • Identify, evaluate, and manage teaming strategies with primes, subcontractors, and emerging technology partners.
  • Execute disciplined call plans and customer engagement strategies in accordance with Shipley best practices.
  • Proposal Development Support
  • Collaborate with Sr. Account Executives, Business Development, Proposal, and Operations teams to shape compliant, compelling, and innovative proposals.
  • Influence solution design, incorporating Cyber, AI/ML, RPA, IT modernization, and advanced analytics to address mission requirements.
  • Support price-to-win strategies and ensure proposals demonstrate value, innovation, and competitive advantage.
  • Market & Competitive Intelligence
  • Conduct competitive analysis, risk assessments, and customer intelligence collection to inform capture strategy.
  • Monitor acquisition forecasts, budgets, and modernization priorities across Army, Navy, and Fourth Estate agencies.
  • Provide data-driven recommendations for pursuit/no-pursuit decisions at each Shipley gate review

Qualifications

Required Qualifications

  • Bachelor’s degree in Business, Engineering, or related field (Master’s preferred).
  • 10+ years of capture management or business development experience in DoD services and product solutions.
  • Demonstrated success leading and winning $10M+ competitive captures.
  • Hands-on experience applying Shipley capture management processes to all phases of capture lifecycle.
  • Strong understanding of DoD acquisition processes, FAR/DFARS, and major contract vehicles (IDIQ, CPFF, FFP, T&M), as well as rapid acquisition strategies (OTA, CSO).
  • Experience across services (cyber, IT modernization, engineering, logistics, training, program support) and products (hardware/software integration, systems engineering, COTS/GOTS solutions).
  • Active U.S. citizenship and Secret clearance required (TS/SCI preferred).

Preferred Qualifications

  • Proven experience integrating Cyber, AI, Machine Learning, and RPA solutions into capture strategies and proposals.
  • Familiarity with Army PEOs, SMDC, AMCOM, Futures Command, PEO C3T, Navy PEO Digital/Enterprise Services, NAVWAR, DISA, DLA, and other Fourth Estate organizations (e.g. MDA, DISA).
  • Certification in Shipley Capture Management,
  • PMP, or equivalent.
  • Strong industry and customer network in Huntsville and the DC Metro defense communities.

Pay Range

USD $165,000.00 - USD $175,000.00 /Yr.
