Overview

The mission of the National Center for Injury Prevention and Control (NCIPC) prevent injury, overdose, suicide, and violence across the lifespan through science and action. NCIPC is challenged with quickly implementing new priorities while continuing to execute its core public health mission and responding to new and emerging threats, such as the opioid public health emergency and community violence. NCIPC seems support to execute these activities.

Responsibilities

The Contractor shall perform support services, including maintaining NCIPC/DOP websites.

 

The Contractor shall perform the following services:

  • Actively design, develop, test, implement and/or manage Internet, Intranet, and other web- and cloud-based systems and applications (e.g. SharePoint and ShareFile).
  • Effectively oversees and monitors the service usage, functionality, security, and integrity of web-based systems.
  • Proactively ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of Internet services.
  • Generate metrics reports and assist maintaining web metrics tools and analysis. Reporting and analytics tools include Adobe Analytics, Google Analytics, Tableau, Power BI, GovDelivery, Adobe Campaign reporting, and others.
  • Collaborate with Health Communication Specialists and SMEs across the center and agency to ensure understanding of requirements; use this information to ensure website meets agency standards and program and audience needs.
  • Production and maintenance of DOP websites and web/mobile applications
    • Update NCIPC/DOP web pages in a customized WordPress WCMS utilizing the CDC templates based on designer mock-ups, using HTML, CSS, and JavaScript.
  • Migrate existing content and implement template upgrades as needed.
  • Create and maintain existing and new multilingual web sites (English and Spanish).
    • Create functional HTML prototypes and wire frames based on design mock-ups; translate mock-ups into clean code, adhering to coding, template standards and style guidelines.
    • Make use of HTML, XHTML, CSS, JavaScript, and jQuery programming languages as needed to fix website issues and improve functionality.
  • Ensure new website pages meet accessibility standards for devices and browser compatibility.
  • Deploy new websites using current CDC template, including configuration of associated files (navigation, header, footer, etc.).
  • Offer suggestions on information architecture, user experience, search engine optimization, 508 compliance, use of graphics, mobile optimization, and other web best practices. This could be informed by review of website statistics (using Adobe Analytics, Google Analytics, etc.) which would also determine website performance and use.
  • Effectively evaluate technical design/structure of websites/pages and apply new technologies and sound recommendations when applicable.
  • Assist with the development and deployment of web-based applications, mobile applications, and microsites.
  • Serve as an administrator for and assist with email dissemination and marketing using external communications tools such as GovD, Adobe Campaign, NCIPC listservs, and survey tools.
  • Provide technical assistance to internal and external partners on planning, conducting, and evaluating web-based health communication and marketing projects/programs.
  • Create and/or optimize images and PDFs for the web using Adobe Creative Suite (Photoshop, Illustrator, Fireworks, and Acrobat).
    • Manage division photo subscription accounts (Getty images, iStock, etc.).
  • Assist with 508-complaince of websites and related web products.
    • Keep up-to date on Section 508 accessibility requirements and ensure all web pages and web files are compliant.
  • Assist with the development, posting, and updating of digital media and content.
    • Manage the publishing of online training courses/materials, including ensuring that all courses meet all CDC and federal web requirements (such as 508-compliance and security).
    • Manage the publishing of videos (posting to YouTube and other platforms), including ensuring all videos meet all CDC and federal video requirements (audio descriptors and 508 compliance).
    • Modify, encode, and optimize audio and video files using audio and video editing software products such as Adobe Encore, Adobe Media Encoder, Adobe Audition, Adobe After Effects, and Adobe Premier Pro.
    • Managing online databases and related platforms, serving as a point of contact to IT security staff for DUIP projects.
  • Participate in CDC-wide and NCIPC-specific web councils and workgroups. These include workgroups for Metrics, Section 508, Social Media, Intranet, Web Content Management System, and others as necessary related to this requirement.

Qualifications

  • Master’s degree preferred.
  • 5-7yrs of related experience
  • Proven ability to solve problems creatively.
  • Strong interpersonal skills and extremely resourceful
  • Proven ability to complete projects according to outlined scope, budget, and timeline
  • Prior experience and proficiency in (HTML, HTML5, CSS, CSS3, Wordpress, Themes, Templates, etc.)
  • Prior experience and proficiency with Adobe Creative Suite (Photoshop, Illustrator, Fireworks, and Acrobat)
  • Prior work in Injury Prevention and with Injury related topics is strongly preferred
  • Excellent oral and written communication skills are required
  • Advanced communications and professional work skills;
  • Ability to work in a diverse, flexible, deadline driven, government environment
  • Experience providing similar services for an office of relative stature.

Pay Range

USD $155,000.00 - USD $160,000.00 /Yr.
