Overview

The Acquisition Consultant Level 1 is responsible for planning, organizing, coordinating, and evaluating contract actions in support of the Bureau of Consular Affairs. The Acquisition Consultant Level I performs a variety of tasks and analyses in all phases of the acquisitions process. The Acquisition Consultant Level I provide high quality technical writing and project management advisory assistance to Contracting Officer Representatives on acquisition-related topics as appropriate. Specific processes may vary depending upon specific activities, workflows, and systems/tools governed by SOPs that typically evolve over time.

  • Assist with drafting statements of work, pricing tables, and independent government cost estimates.
  • Assist in drafting and reviewing procurement requests and provide recommendations to the Government for clarity, adequacy, and completeness.
  • Assist with market research, data analysis, and technical evaluation.
  • Expertly utilize DOS Systems to enter and retrieve data with the permission of the Government (systems such as GFMS, ARIBA, and ILMS) under Government direction and oversight.
  • Track procurement requests in ARIBA and flags any outstanding requests for the Acquisition Team and the CORs.
  • Assist the COR with invoice reviews and identifying any discrepancies.
  • Assist with maintaining and updating SharePoint site and COR files for procurement information (templates, POCs, SOPs).
  • Gathering and consolidating information to prepare and coordinate clearance on information/action memorandums.
  • Conducting reviews to de-obligating of funds after the Government’s approval
  • Assist COR with e-Filing requirements.
  • Conducting market research analysis to use for strategy development.
  • Perform other related duties as assigned.

Qualifications

Education

  • Bachelor of Arts or Science (BA/BS) degree in an associated technical discipline or equivalent experience.


Qualifications

  • Must be a U.S. citizen with a valid U.S. passport and possess a Secret clearance
  • 3-5 years of experience or functional area expertise
  • Must be proficient in the use of Microsoft applications (MS Word, Sharepoint, PowerPoint and Excel).
  • Must be highly organized and have excellent oral and written communication skills in order to interface with personnel and other government agencies at all levels.
  • Demonstrated ability to handle multiple tasks simultaneously.
  • Knowledge of office policies, practices and procedures.
  • Experience in acquisitions or supply chain fields.
  • Working knowledge of Federal Acquisition Regulations (FAR) and other procurement statutes, policies, and procedures.
  • Must demonstrate the ability to apply analytical skills to procurement issues.
  • Must maintain professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
  • Working knowledge of FAR and experience with DOS procurement policies and procedures
  • Expert user of government systems such as GFMS, ARIBA, and ILMS
  • Demonstrate experience with government contract lifecycle.
  • Strong writing skills

Pay Range

USD $98,000.00 - USD $114,000.00 /Yr.
