We are seeking a driven and entrepreneurial Senior Business Development Executive to lead and expand our presence in the federal civilian marketplace. As part of a rapidly scaling tribal 8(a) professional services firm, this senior role is critical to driving growth and securing opportunities within federal civilian agencies (excluding DoD, Intelligence Community, Healthcare, and State Department agencies).

Responsibilities

Growth Leadership:

  • Develop and execute a business development strategy tailored to capitalize on the rapid growth of the organization.
  • Target high-impact civilian agencies such as DHS, DOJ, DOE, DOI, USDA, DOT, DOL, Treasury, EPA, and other federal civilian entities.
  • Identify and shape strategic opportunities aligned with the company’s core strengths.

Entrepreneurial Capture Management:

  • Lead end-to-end capture efforts, from identifying opportunities to developing winning proposals.
  • Collaborate with internal teams to craft innovative, value-driven solutions that set us apart from the competition.
  • Drive capture efforts with a "win at all costs" mindset while maintaining the highest standards of integrity and compliance.

Relationship Building:

  • Cultivate and expand relationships with federal civilian leaders, program managers, and contracting officials to position the company as a trusted partner.
  • Build strategic partnerships with primes, small businesses, and other industry stakeholders to enhance competitiveness.
  • Pipeline Development & Execution:
  • Own and manage a robust pipeline of qualified opportunities, ensuring alignment with growth objectives and organizational priorities.
  • Leverage CRM tools and market intelligence platforms to maintain visibility into progress and metrics.

Industry Engagement:

  • Represent the company at key industry events, forums, and networking functions, showcasing our capabilities and entrepreneurial spirit.
  • Stay ahead of market trends and acquisition strategies to drive innovative approaches to federal contracting.

Qualifications

Experience

  • At least 10 years of federal business development experience, with a focus on civilian agency markets.
  • Proven track record of securing $25M+ federal contracts in single-award or task-order environments.
  • Deep understanding of federal procurement processes, acquisition strategies, and contract vehicles, including 8(a) and tribal preference programs.

Skills

  • Entrepreneurial mindset with a relentless drive to win and the ability to thrive in a fast-paced, high-growth environment.
  • Exceptional communication, relationship-building, and negotiation skills.
  • Advanced capture management expertise, including opportunity qualification, competitive positioning, and proposal leadership.

Education

  • Bachelor’s degree in Business Administration, Management, or related field; advanced degree preferred.

 Preferred Qualifications

  • Familiarity with contract vehicles such as GSA MAS, OASIS, BPA, and IDIQs.
  • Experience working in a tribal 8(a) or small business environment, leveraging socio-economic set-asides for competitive advantage.
  • Understanding of agency priorities, budgets, and trends within federal civilian markets.

 Position Details

  • Location:  Reston, VA and hybrid.
  • Travel Requirements: 30-40% to client sites, agency meetings, and industry events.
  • Work Environment: Flexible remote work options with periodic in-office collaboration.
  • Reports To: Chief Growth Officer/VP of Business Development

Pay Range

USD $185,000.00 - USD $200,000.00 /Yr.
